I have attached an alternative aft of pain 2 for consideration. Would it be possible for the letter to give a list of the payments for which approval has been given, or would this be too laborious a task? It might be convenient and, moreover, I gather that authority has sometimes been conveyed to the Crown Agents more or less informally and not in the Secretary of State's name, and if we can in effect repeat the approval it might have some virtue as a ratification.

Crown Agents state that a search into authorities given would be a long task, seeing that the number of payments probably rows into thousands.

I agree that it would involve an impossible amount of work for the Crown Agents now to go through all the payments which they have made in the course of the last year with a view to ascertaining that they had received adequate authority from the Secretary of State in all cases.
It should however be remembered that the Hong Kong and Malayan Accounting Office is now as engaged in the work the preparing of all money spent from Hong Kong and Malayan funds, and that these accounts will in due course be audited under arrangements made by the D. C.A. If any payments have been made by the Crown Agents without sufficient authority they will no come to the light in the course of this work,
